Public Budget Appropriation Meeting

The 2010-2011 Budget Appropriation meeting was called to order at 6:15 PM by Judy Lampert.  Board Trustees Eric Cash, Stacy Shane, Margaret Wolf, Anne Colloton, Dee Hinrichsen and Laura Haas were present.   Library Director Kari Garman was also present.  No members of the public attended the budget appropriations meeting.  The meeting was adjourned at 6:30 PM.

 

Call to Order and Review of Previous Minutes

The Hudson Area Public Library board meeting was called to order by President

Judy Lampert at 6:30 P.M.  Board Trustees Eric Cash, Stacy Shane, Margaret Wolf, Anne Colloton, Dee Hinrichsen and Laura Haas were present.  Library Director Kari Garman was also present.  The minutes of the previous meeting were read and approved after so moved by Wolf.

 

Library Director's Report

     Garman reviewed the HAPLD "Fast Facts on 2009-2010" created as an aspect of the Illinois Public Library Information and Statistics Report for the State Library.  This report is an annual update of the numbers of users of various library materials.  Garman noted that a door counter will assist in knowing the exact numbers of people using the library on a regular basis and for special events in the future.   Garman reviewed the summer reading program, Scare Up a Good Book and the Board reviewed the Youth Services Director's report.  Rhonda  Johnson has also stepped into assist with work needed due to Sarah McCoy's maternity leave.

     Garman discussed the building maintenance and repairs accomplished since the last board meeting and is looking forward to the results of the survey sent out to the community to assess public satisfaction with the HAPLD.  She also related some difficulties the library is experiencing with the loss of the Alliance Library System, ALS.  Primarily there is a lack of centralized communication about state requirements for the small district public libraries.  In addition, we lost discounts the state usually provides for database purchases and the library staff  lost their closest and most economical source of training with the loss of the ALS.  It is anticipated that the smaller library systems will be joined into a larger statewide system in the future.

     The Board discussed the lack of received funding from the 2009 Per Capita grant as Garman is in the final stages of completing the 2010 Per Capita grant requirements. 

 

Secretary's Report

Shane reviewed Ordinance 2010-2011-03.  The Board approved the appropriations ordinance after Laura Haas so moved.  Shane reviewed Ordinance 2010-2011-04.  The Board approved the special reserve ordinance after Margaret Wolf so moved.

 

Treasurer's Report

Haas asked if there were any questions about the budget and if none, there was no report.

Garman continues to work on altering how Quickbooks prints the budget report.

 

President's Report

     Lampert reported that she and Sue Keeran completed the book about the history of Hudson and Lake Bloomington and the manuscript was sent to Arcadia publishing.  All profits will be used for the Hudson History Room.

     The next meeting for the 175th anniversary of Hudson is October 18, 2010 and Dee Hinrichsen will attend.  There was a brief discussion about the plaque to honor Mrs. Hamm's donation to the library.

     The landscaping is complete around the flagpole at the entrance to the library.  We received the last check from the Hamm estate, $10, 332.26 on August 24, 2010.  Lampert will contact Mrs. Hamm's sister to invite her to the anniversary celebration and dedication of the plaque.

     Cash noted that the mortgage is refinanced and payments have begun at the lower interest rate.  The library continues to pay the same amount of money per month on the mortgage loan, thereby reducing the debt quicker.

 

New Business

     The Board reviewed Chapter 7 Collection Management and Resource Sharing, Chapter 8 Public Services and Chapter 9  Programming from "Serving Our Public 2.0: Illinois Public Library Standards"  in accordance with the requirements for the Per Capita Grant.  A few notations were made by the Board and the director as the chapters were reviewed for areas of review and possible improvement for the library in the future.

     The meeting adjourned at 7:55 PM after so moved by Dee Hinrichsen.
